Brazil’s democracy suffers another blow with ‘Operation Car Wash’ leaks

On Sunday, the Brazilian offshoot of the online news site the Intercept disclosed old private messages between now-Justice Minister Sérgio Moro and the task force of “Operation Car Wash,” the wide ranging corruption probestarted in 2014 that led to the conviction and jailing of former president Luiz Inácio Lula da Silva, among many other high-profile figures. The messages show clear collusion between a judge and prosecutors to convict those involved in the operation. Beyond the immediate implications — such as the possible reversal of convictions and the political impact to Moro and to President Jair Bolsonaro’s plans to appoint him to the Supreme Court — it remains to be seen how Brazilians will react.

Interamerican Human Rights Court began sessions in Bolivia

With a call to preserve democracy and peace, the Interamerican Human Rights Court (CIDH) began in Sucre, Bolivia, its 171 term session. This is the first time that the organisation meets in Bolivia. The magistrates will review 25 civil organisation demands from 14 countries. The sessions will not include demands from the host country. However, they will listen without opinion the claims from Bolivian civil organisations thad demand the Government to comply with the results of the referendum of 21 February 2016 (21F), when 51% of voters denied President Evo Morales the possibility of rerunning this year for a fourth consecutive term.

European Parliament backed Juan Guaido as president of Venezuela

The European Parliament became the first institution to openly back Juan Guaido as interim President of Venezuela, siding with him against Nicolas Maduro. The institutions urged the rest of the Europan Union to proceed in the same way.
On 2012, 2013 and 2015, Bolivia maintained a score of 34 in the perception of corruption; while in 2014 achieved its highest historical score reaching 35. However, the situation deteriorated by 2016 and 2017 with 33 in both years until reaching 2018 with only 29 points in the perception of corruption.

Another resignation in Bolivia’s electoral court

After the recent primaries in Bolivia, another authority resigned to the Electoral Court (TSE). Judge Dunia Sandoval send a long letter to the president of the Congress in which she denounced that it is impossible for her to continue working due to the change of direction in the TSE. Sandoval was with Antonio Costas one of the judges that opposed a new postulation of President Evo Morales and Vice-president Alvaro Garcia Linera.

Hydroelectric Ivirizu plant to be delivered in 2021

The National Electricity Company (ENDE) pledged that the Ivirizu hydro project, which will provide 290 megawatts into the National Interconnected System (SIN), will conclude in 2021. The Ivirizu Hydroelectric Project is being built in the Carrasco National Park of the department of Cochabamba in a surface of 250 hectares with an investment of US$ 549 million.

Uruguay signs agreement to give Bolivia access to the Atlantic

The Port Services Administration-Bolivia (ASP-B) and the National Ports Administration (ANP) of Uruguay yesterday signed an agreement to give Bolivia access to the Atlantic through the ports of Nueva Palmira and Montevideo. The agreement allows Bolivia to have presence in both docks, which are connected through the Paraguay-Paraná Waterway, a route in which the country consolidated three ports (Gravetal, Jennefer and Aguirre) to boost foreign trade.

Fonplata grants US $ 100 million to promote sustainable cities

The Minister of Development Planning, Mariana Prado, and Juan Notaro Fraga, president of the Financial Fund for the Development of the River Plate Basin (Fonplata), signed a $ 100 million loan on Monday for the Urban Infrastructure for Generation Program of Employment II. The objective of this program is to promote and develop comprehensive urban infrastructure initiatives for the construction of sustainable, accessible and inclusive cities.
